Adult Safeguarding in England- Do we need new compulsory or emergency powers of entry or intervention?

Currently, the Government has only committed to introducing legislation to put Adult Safeguarding Boards on a statutory footing. No substantive discussion has taken place about the potential need for new powers of entry or intervention.
