CORPORATE STATEMENT
The Board will be the strategic multi-agency lead body in Hull for the development of safeguarding adults
TERMS of REFERENCE
The Hull Safeguarding Adults Partnership Board will have a responsibility for:

Reviewing current safeguarding adults arrangements across the agencies to ensure they are fit for purpose

Developing and publishing core multi-agency policies, procedures, guidelines and protocols for safeguarding vulnerable adults, initiating reviews as required; and ensuring all agencies have local guidelines

Ensuring that all partner agencies have management arrangements in place to ensure the implementation of and adherence to the agreed policy and procedures, for safeguarding vulnerable adults.

Communicating and publishing relevant information to ensure that staff members, service users, carers and the general public are informed and updated on issues and best practice concerning safeguarding adults.

Ensuring robust quality and performance monitoring of the incidence of abuse of vulnerable adults in Hull and initiating review of cases where appropriate.

Overseeing the development of an agreed training strategy, including the provision of relevant training and workforce development for all staff.

Ensuring user and carers views are included in the development of safeguarding services and commissioning arrangements

Producing an annual report on the Board’s work, including outcomes and future action plans.
Board Members- roles and responsibilities

The partnership Board is recognised as having the strategic executive lead responsibility for the development of safeguarding adult’s services in Hull. Agencies/organisations should reflect that in their representation and decision making responsibility

It is expected that the partnership board member should attend the quarterly meetings and if unable will identify a suitably senior deputy to attend

Within individual agencies/organisations the nominee will be identified as having the lead responsibility for partnership board matters

It will be the responsibility of the member to cascade relevant information from the partnership/board within their agency/organisation and ensure a response if requested in respect of individual matters/information required

Members will ensure that the partnership board Chair/manager is informed at an early stage of any matter relevant to safeguarding adults which is of a serious nature which members may have to consider, or which may affect the partnership board in carrying out its strategic executive role

Members will have a responsibility for providing a written report on progress and future work in respect of their agency/organisation for the partnership board annual report.

Members will be required to provide agency feedback with regard to organisational safeguarding activity for the quarterly partnership board meetings.
Meetings
The Board will meet quarterly, and members will attend wherever possible and will inform the Chair if they are unable to attend. A nominated deputy may attend on an infrequent basis.
Organisational commitment to attendance is crucial and if this function is delegated within organisations, the delegated member must have the abilty to make decisions on behalf of the organisation they represent.
